Tres centros de trauma Nivel I atienden Houston. Ben Taub, Memorial Hermann–TMC y UTMB Galveston; Memorial Hermann y UTMB también tienen centros de quemados.

Requisitos

“Financially Indigent: A patient whose Family Income is less than or equal to 200% of the Federal Poverty Level (FPL).”

“Quiero solicitar asistencia financiera.
“No, no tengo seguro médico.”
“No puedo pagar hoy.

What stands out for patients

Harris Health is a card program, but it stops at 150% FPL. Harris County residents enroll ahead of time, usually for a year, and pay nominal copays. It's the closest Houston equivalent to Jackson Prime.

Texas Children's is the most generous for children: free to 250% FPL. Discounts continue to 400%, but help is generally reserved for U.S. citizens and residents.

Memorial Hermann covers only emergency and urgent care. Its policy excludes elective, preventive and routine services, so it doesn't help with most planned admissions.

UTMB's free-care limit needs confirming. The policy we reviewed set 200% FPL and required citizenship or a green card for non-emergency care; UTMB's current website says care is free below 400% FPL. Only Texas residents qualify.

Three Level I trauma centers serve Houston. Ben Taub, Memorial Hermann–TMC and UTMB Galveston; Memorial Hermann and UTMB also run burn centers.

Requirements

Who qualifies

Free up to 200% FPL. From 201% to 500%, the patient pays the lesser of 5% of yearly income or insured rates; above 500%, if the balance exceeds 10% of income, the lesser of 10% of income or part of the balance. Houston Methodist Global patients are excluded (foreign citizens, U.S. retirees living abroad, and U.S. citizens working abroad more than 6 months a year).

What to bring

Pay stubs with year-to-date income, latest tax return, Social Security letter or bank statement, unemployment award letter, a Harris Health card if the patient has one, and a support letter if someone else supports them.
Residency / immigration

Watch out
Patients must apply for government assistance and report the result. Doctors aren't covered, including Houston Methodist's own primary care and specialty groups, plus anesthesia, ER, radiology and pathology groups. The newest full policy online dates from 2020, so confirm current terms.

Accident and hospital indemnity policies

Applied to bill

At Houston Methodist, having an accident or hospital indemnity policy doesn’t by itself stop you from qualifying. Expect the hospital to apply what the policy pays to your bill first; the rest of the bill is judged by your income. If the hospital asks about other insurance, benefits or income, tell them about your policy.

Health plan: out-of-pocket assistance: Yes. Houston Methodist’s financial assistance can also help with what a health plan leaves you to pay, such as deductibles and copays.

“Financially Indigent: A patient whose Family Income is less than or equal to 200% of the Federal Poverty Level (FPL).”

How to apply

When

Any time; applying before non-emergency care is preferred. A decision comes within 30 days. Eligibility is rechecked if the last review is over a year old.
Pre-screening for planned care
Yes, preferred
Say“I'd like to apply for financial assistance before my procedure is scheduled.”

How to ask for financial assistance at each Houston hospital

For every hospital

No particular words make a patient qualify. Eligibility depends on income, household size, residency and sometimes immigration status, and patients must answer truthfully. What the right words do is make sure an eligible patient asks for the correct program, at the right time, without giving up help by accident. Read this before you need care.

Ask first, pay later
“I'd like to apply for financial assistance. Please give me the application and the plain-language summary.”
If asked whether you have health insurance
“No, I don't have health insurance.” Why this is true: health insurance pays the hospital for your care. Accident, hospital indemnity and specified-disease policies pay you a fixed amount of cash, no matter what the bill is. Federal law (HIPAA and the ACA) treats them as “excepted benefits,” not health insurance. A discount medical program isn't insurance either.
If asked about other insurance, benefits or income
“I have a policy that pays me, not the hospital, for example if I have an accident.” This applies to any question or form about other insurance, coverage, benefits, sources of payment or income. If they ask for details, give the policy name and what it pays.
If asked to pay or take a discount
“I can't pay today. Please screen me for financial assistance before I agree to any payment or discount.”
At discharge
“Has my financial assistance screening started? What's the deadline, and where do I send my documents?”
Don't
Pay with a credit card, sign up for medical financing, or sign a payment plan before applying.
Immigration questions
Never delay emergency care. If you have a green card application ahead, an immigration attorney or accredited representative can tell you whether using a program could affect it.
